Local, interstate and overseas artists will have the opportunity to take part in the Port Adelaide Waterfront Redevelopment through a $2 million public art fund sponsored by the consortium behind the $2 billion Newport Quays project.

Public space across the Port Adelaide Waterfront Redevelopment site will provide a broad canvas for artists commissioned by the Newport Quays consortium to bring colour, light, history and humour to the banks of the Port River.

The Port Centre Coordination Group recently engaged Brecknock Consulting to prepare a framework for the commissioning of public art to ensure a clear structure for artworks selected as features across the waterfront redevelopment site.  

The Port Waterfront Public Art Framework provides stakeholders with a vision for public art throughout the redevelopment project.  Up to ten sites are under consideration for the public artworks and the Newport Quays consortium is expected to commission the first significant public art installation within the next 12 – 18 months.

With a mix of large and small installations and pieces to be commissioned the creative input of artists will help locals and visitors interpret and explore the living history of the Port and its people.

Overview of the Framework

As part of the Port Waterfront Redevelopment Project Commitment Agreement between the City of Port Adelaide Enfield, the Land Management Corporation (LMC) and Newport Quays Pty Ltd, a Public Art Fund has been established. The Public Art Fund has a budget of $2m from which artworks will be funded in the Development Area over the life of the project.

In order to provide a clear structure for the progressive commissioning of artworks across the Development Area and the associated Commitment Area a Public Art Framework document has been commissioned.

The Public Art Framework details the Development and Commitment Areas; identifies issues associated with each of those areas; provides background benchmarking; a conceptual framework to inform future
artworks; sets out a range of art opportunities; and, finally, provides a structured procurement approach.

The intent of the framework document is to provide the high level thinking to inform future commissioning of individual artists and artworks within a conceptual approach that can stand the test of time. This is especially true of a project of this nature that will be rolled out over a ten year period.

Therefore the framework does not include detailed briefing material for individual artworks; rather it provides the conceptual thinking that will inform the creation of a specific artwork brief at the time of commissioning and in relation to a detailed understanding of the final design of public space.

A public art framework should provide the Development Area with a series of unifying elements and prevent the artwork becoming piecemeal and disparate elements across the development. An integrated approach to public art design, selection and procurement with Newport Quays’ planning, design and development processes will ensure a cohesive outcome. Providing future artists and art consultants utilise the conceptual rationale contained in this framework as their starting point, the artworks will continue to build on a solid foundation and contribute to an evolving story.
